Sponsorship Canada: PGP Requirements and 2026 Update<\/h1>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">For many Canadian families, the question is simple: \u201cHow can I bring my parents or grandparents to Canada permanently?\u201d The answer in 2026 comes with an important limitation. Canada\u2019s Parents and Grandparents Program (PGP) can provide permanent residence to eligible parents and grandparents, but IRCC paused new intake on July 15, 2026. Permanent residence can provide substantially different long-term rights and obligations from temporary visitor status.<\/p>\r\n<h2 dir=\"ltr\" style=\"text-align: left;\">Is parent sponsorship open in Canada in 2026?<\/h2>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\"><strong>No new PGP intake is currently open.<\/strong><\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">IRCC formally paused the Parents and Grandparents Program on <strong>July 15, 2026<\/strong>. Until further notice, IRCC states that it will:<\/p>\r\n<ul dir=\"ltr\" style=\"text-align: left;\" data-spread=\"false\">\r\n<li>not accept new Interest to Sponsor forms;<\/li>\r\n<li>not issue new invitations to potential sponsors;<\/li>\r\n<li>continue processing applications already submitted.<\/li>\r\n<\/ul>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">The final 2025 intake drew from people who had submitted an Interest to Sponsor form in <strong>2020<\/strong>. Applicants could not simply submit a PGP application without first receiving an Invitation to Apply.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">This distinction matters. A co-signer also takes on legal responsibility under the undertaking.<\/p>\r\n<h3 dir=\"ltr\" style=\"text-align: left;\">Who may be unable to sponsor?<\/h3>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Depending on the circumstances, a person may be ineligible if they are, for example:<\/p>\r\n<ul dir=\"ltr\" style=\"text-align: left;\" data-spread=\"false\">\r\n<li>incarcerated;<\/li>\r\n<li>in default of certain immigration debts;<\/li>\r\n<li>behind on certain court-ordered family support obligations;<\/li>\r\n<li>in default of a previous sponsorship undertaking;<\/li>\r\n<li>an undischarged bankrupt;<\/li>\r\n<li>receiving social assistance for a reason other than disability;<\/li>\r\n<li>subject to certain criminal restrictions; or<\/li>\r\n<li>subject to a removal order.<\/li>\r\n<\/ul>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">This is not an exhaustive list, and Quebec applies a separate sponsorship framework in addition to the federal process.<\/p>\r\n<h2 dir=\"ltr\" style=\"text-align: left;\">Who can be sponsored?<\/h2>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">A qualifying sponsor may potentially sponsor their own biological or adopted:<\/p>\r\n<ul dir=\"ltr\" style=\"text-align: left;\" data-spread=\"false\">\r\n<li>mother;<\/li>\r\n<li>father;<\/li>\r\n<li>grandmother; or<\/li>\r\n<li>grandfather.<\/li>\r\n<\/ul>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Certain accompanying family members may also be included where they meet the relevant definitions.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">For example, a parent\u2019s spouse or partner may form part of the application, and a sibling may be included only if that sibling qualifies as a dependent child under Canadian immigration rules.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">A key distinction is that you cannot use your own invitation to sponsor your spouse or partner\u2019s parents. Your spouse or partner would generally need to qualify as the sponsor for their own parents, although you may potentially co-sign their application if the relevant requirements are met.<\/p>\r\n<h2 dir=\"ltr\" style=\"text-align: left;\">PGP income requirements<\/h2>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Financial eligibility is one of the most significant parts of parent and grandparent sponsorship.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Outside Quebec, IRCC generally requires the sponsor to demonstrate qualifying income for <strong>each of the three tax years immediately before the application<\/strong>. Depending on the circumstances, it can include people for whom the sponsor or co-signer remains financially responsible.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">This means a sponsor may calculate the wrong threshold if they overlook:<\/p>\r\n<ul dir=\"ltr\" style=\"text-align: left;\" data-spread=\"false\">\r\n<li>themselves;<\/li>\r\n<li>their spouse or common-law partner;<\/li>\r\n<li>dependent children;<\/li>\r\n<li>people covered by an existing undertaking;<\/li>\r\n<li>the parents or grandparents being sponsored; or<\/li>\r\n<li>qualifying accompanying dependants.<\/li>\r\n<\/ul>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Because the program is paused, there is no new open 2026 intake for which applicants should assume a particular three-year income table applies. The applicable income years and thresholds should be verified against the official IRCC instructions for the relevant intake before an application is prepared.<\/p>\r\n<h2 dir=\"ltr\" style=\"text-align: left;\">The 20-year sponsorship undertaking<\/h2>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Sponsoring a parent or grandparent creates a significant financial obligation.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Outside Quebec, the undertaking for a parent or grandparent generally lasts <strong>20 years from the date the sponsored person becomes a permanent resident<\/strong>. Quebec has its own rules and currently uses a different undertaking period.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">The sponsor promises to provide basic needs and may have to repay government social assistance received by the sponsored person during the undertaking period.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">The obligation does not simply disappear because:<\/p>\r\n<ul dir=\"ltr\" style=\"text-align: left;\" data-spread=\"false\">\r\n<li>the sponsor loses their job;<\/li>\r\n<li>the parent becomes a Canadian citizen;<\/li>\r\n<li>the family relationship changes;<\/li>\r\n<li>either party moves; or<\/li>\r\n<li>the sponsor later regrets the sponsorship.<\/li>\r\n<\/ul>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Once permanent residence has been granted and the undertaking has started, it generally cannot simply be cancelled or shortened.<\/p>\r\n<h3 dir=\"ltr\" style=\"text-align: left;\">Practical example<\/h3>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\"><strong>Example:<\/strong> Sara sponsors her mother, who later becomes a permanent resident. Five years after landing, Sara experiences financial difficulties.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Sara\u2019s job loss does not automatically terminate the sponsorship undertaking. The financial responsibility continues for the applicable undertaking period.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">That long-term obligation is one reason financial eligibility should be treated as more than a formality.<\/p>\r\n<h2 dir=\"ltr\" style=\"text-align: left;\">How the application process works<\/h2>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">When a PGP intake is available, the process is not the same as simply completing a permanent residence application.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">The broad process is:<\/p>\r\n<ol dir=\"ltr\" style=\"text-align: left;\" start=\"1\" data-spread=\"false\">\r\n<li><strong>Meet the PGP eligibility rules.<\/strong><\/li>\r\n<li><strong>Submit an Interest to Sponsor form when IRCC opens an eligible intake.<\/strong><\/li>\r\n<li><strong>Receive an Invitation to Apply.<\/strong><\/li>\r\n<li><strong>Prepare the sponsorship application.<\/strong><\/li>\r\n<li><strong>Prepare the parent or grandparent\u2019s permanent residence application.<\/strong><\/li>\r\n<li><strong>Submit both applications through the required online process.<\/strong><\/li>\r\n<li><strong>Respond to IRCC requests for documents, medical examinations, biometrics or other information where applicable.<\/strong><\/li>\r\n<li><strong>Wait for the sponsorship and permanent residence assessments to be completed.<\/strong><\/li>\r\n<\/ol>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">For the previous intake, IRCC expressly instructed applicants not to submit a PGP application unless they had been invited.<\/p>\r\n<h2 dir=\"ltr\" style=\"text-align: left;\">Fees and processing considerations<\/h2>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">As of the IRCC fee schedule modified in July 2026, sponsoring a parent or grandparent costs <strong>CAD $1,260<\/strong> when the amount includes the sponsorship fee, processing fee and Right of Permanent Residence Fee. Other fees can apply for spouses, partners, dependent children, biometrics, medical examinations, police certificates or related requirements.<\/p>\r\n<p class=\"isSelectedEnd\" dir=\"ltr\" style=\"text-align: left;\">Government fees can change.
